To realize equitable distribution of justice and general welfare, the rights of victims of rape to be protected are basically an integral part of human rights in the field of social security. The crime of rape is a crime that has received enough attention among the public and does not only occur in big cities which are relatively more advanced in culture and awareness or legal knowledge, but also occurs in rural areas which still hold relatively traditional values a nd customs. However, from those cases the perpetrators were not sentenced to the maximum punishment in accordance with the provisions of the legislation contained in the Criminal Code.
